At one point, this verb (in the pre-package era) was only used by administrators. Once Tenshaku began selling packages, he made the Assess package available to anyone willing to pay for it. With this verb, you can 'assess' any player, which gives you a full description of not only their current BP/Base, but every other existing stat as well (excluding some mastery stats).
World Assess[]
World Assess, allows a user to see the Battle Power of all players on the server.
